The district court reviews nondispositive pretrial matters under the clearly erroneous or contrary to the law standard. Thomas E. Hoar, Inc. v. Sara Lee Corp., 900 F.2d 522, 525 (2d Cir. 1990) (citing § 636(b)(1)(A); Fed.R.Civ.P. 72(a)). As Judge McCarthy's Order noted, this District's publicly available information indicates that Code 550 includes "[a]ction by, or on behalf of, a current or former arrestee." See ECF No. 77; Civil Nature of Suit Code Descriptions at 6 (https://www.uscourts.gov/sites/default/files/document/ nos_code_descriptions.pdf) (last visited Sept. 2, 2026). In the Amended Complaint, Plaintiff alleges that he was arrested during the events that gave rise to the instant case. ECF No. 17 at 12.
